Hi this is from the US government website. I will give you the link so you can check for yourself.

I have copied the information for you.

Police Records

Police clearances are available for Saudi citizens and resident third country nationals. Saudi citizens currently residing overseas must return in person to process the police clearance.

Saudi citizens and third country nationals residing in the Kingdom process the police clearances by first obtaining a police clearance request letter from U.S. Embassy Riyadh, U.S. Consulate General Jeddah, or U.S. Consulate General Dhahran. This police clearance request letter, signed by a consular officer, must be attested by the Saudi Ministry of Affairs (current fee is SR30). The applicant must then appear personally with a passport-sized photograph and a national ID or residency permit at the regional Criminal Investigation Department for fingerprinting. Fingerprinting for women is done in a separate room. The police clearance should be available for collection after a week or two.

Police clearances are available for Saudi nationals residing outside of the Kingdom. The expatriate Saudi citizen obtains the police clearance by returning to the Kingdom and obtaining a police clearance request letter from U.S. Embassy Riyadh, U.S. Consulate General Jeddah, or U.S. Consulate General Dhahran. This police clearance request letter, signed by a consular officer, must be attested by the Saudi Ministry of Affairs (current fee is SR30). The applicant must then appear personally with the attested police clearance request letter, a passport-sized photograph and a national ID at the Regional Criminal Investigation Department for fingerprinting. Fingerprinting for women is done in a separate room. The police clearance should be available for collection after a week or two.

Police clearances are unavailable for third country nationals who no longer reside in the Kingdom.

The optimal time to conduct these procedures at the police stations is 10:00 Saturdays-Wednesdays.

I hope this helps. Good luck

I Looooooove my baby Lyn.

Because you are no longer living in Saudi, the U.S. Embassy Manila will not require you to submit a Saudi police clearance.

Hi..mind if I asked further question on this,I have almost same situation here:

Im petitioning my husband who is still in Saudi working but ready to go back in Philippines for the time of interview, we are currently in the process of sending our IV bill packet, and I read thru the guidelines here in Vj..one of the requirement for the IV packet is original police certificate from beneficiary. Now whats making me confused is the fact that some says Saudi Police certificate is no longer required for third party nationals who no longer lives in Saudi. So that only applies if the beneficiary on time of the IV packet is no longer in Saudi and for my husband case since his still in Saudi on the time for our NVC stage,he is then required to attained one? I may had answered my own question but I just wanna get some others input on this...thanks in advance

Since your husband is in Saudi now and you are submitting DS-230 while he is still in Saudi, then yes he should obtain and submit the Saudi PC.

Before he leaves Saudi to go back to the Philippines for his medical and interview, I would suggest getting another Saudi PC to be presented at the interview, just in case.

I taught so..thanks for clarifying that out for me. I was ready to send in our IV packet this coming week..but I guess we need to acquire that PC first and im sure my husband wouldn't be happy hearing that news  . And im hoping it wouldn't give us much of a long wait and lot of trouble getting one. By the way,you also suggest for him getting another PC before leaving saudi? Can we just make a copy of the original one and present it on interview if needed?
