There's a couple of things that need to be updated. First, I-864W no longer exists: https://www.uscis.gov/policy-manual/volume-7-part-a-chapter-4

Technical Update - Removing Obsolete Form I-864W

April 16, 2020

This technical update removes references to Form I-864W, Request for Exemption for Intending Immigrant’s Affidavit of Support, which was discontinued by the Inadmissibility on Public Charge Grounds Rule and is no longer used by U.S. Citizenship and Immigration Services.

 
Visa applicants should write a letter/note where they mention they are exempt from submitting I-864 and upload it to NVC, so that NVC can "enter a case note indicating that the applicant is not required to submit an affidavit of support." https://fam.state.gov/fam/09FAM/09FAM060114.html At the visa interview, they "may be asked to present a completed DS-5540, Public Charge Questionnaire, and supporting evidence." https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-10-prepare-for-the-interview.html
 
AOS applicants indicate they are exempt of I-864 requirement by selecting 62.c. box on Page 14 of I-485: https://www.uscis.gov/sites/default/files/document/forms/i-485-pc.pdf Also, they must include the new I-944, Declaration of Self-Sufficiency.
 
Second outdated item is all the references to G-325A. Since March 2018 that form is only for DACA applications: https://www.uscis.gov/g-325a Thus, it should be removed from the guide as it is no longer appropriate.

*It has been reinstated: https://www.federalregister.gov/documents/2021/03/15/2021-05357/inadmissibility-on-public-charge-grounds-implementation-of-vacatur "Certain classes of immigrants are exempt from the Form I-864 requirement and therefore must file Form I-864W instead"
