He made it illegal for Jews to own or purchase any type of firearm or weapon for self defense, so basically yes to question #1 and if you plan to engage in genocide then it helps if the victims are unarmed, so a yes for question # 2 also.

Ah good. I've been hearing a lot of "Hitler disarmed the people" which is bogus, but it is true he targeted certain groups specifically.

He also relaxed gun restrictions for everybody that wasn't a Jew. Previously, gun ownership was heavily restricted to a few privileged members of government and the aristocracy, so it was not that he took away the guns from the Jews, but rather, he allowed almost everybody else to own a firearm that didn't have one previously. It would be like the next President elected with the blessings of the NRA, allowed everybody that voted for him to have a machine gun, but anybody that voted against him couldn't (and was rounded up, sent to forced labor camps, et cetera).

My understand is that there were two laws during the period. The first instituted in the late 20s (prior to Hitler) created strict controls. Then Hitler updated the law in the late 1930s where it broadened both the age of permit holders, extended the permit length...and here is the big one - exempted most government employees.
