Applying B1/B2 while I-130 and N400 is pending

I am LPR and I have filed I-130 for my wife a year ago. The application is currently pending in CSC and after I got NOA1 I have not heard anything yet. My N400 is also pending and looks like it will take another 4,5 months for me to be citizen. I have not met my wife after we got married and left her in back home. I am stuck in citizenship process and I am quite reluctant to leave the county while N400 is pending. Even though after becoming citizen, in current trend, looks like I need to wait for another 5,6 months for I -130 application to be touched. So I am thinking to apply her B1/B2 visa. She is a medical doctor by profession and she have already passed Step 1 and Step 2 of USMLE ( United states Medical Licensing Examination), next step is clinical and step 3 which can only be given in US. Since her application will definitely take a year to be approved, and competition for admission in Medical Residency Program is increasing day by day in US, will Embassy consider her to come to US to give clinical and Step 3 exam of USMLE ? I will not keep her with myself as her application is pending and I will send her after she is done with her exam. But How can I prove Embassy that she will return back to her home country?

Any Suggestions and opinion regarding this will be greatly appreciated.

September 16, 2013: IV Bill Invoiced.

September 16, 2013: IV Bill Paid.

September 17, 2013: NVC Accepted IV Bill Payment.

September 19, 2013: Filed DS-260 Online

September 20, 2013: Mailed Civil Documents for IV application

September 23 ,2013 : NVC Entered Civil Documents into their system for Review ( NVC Says it may take 30 business days to review)

when you become a us citizen you can upgrade the petition from LPR to u.s citizen,it will be a little faster for her,she will need to go to the embassy on her own and apply for the b/2 her merits,she has a good chance because shes a medical doctor,then again its up to the consulate officer,there is no guarantee's
