An I-130 will need to be submitted for your wife and for each child that is immigrating. Specifically for your case, that's three I-130 forms that you need to file. A fee will need to be paid for each petition that is filed ($420x3).

You cannot petition your mother in-law. Nothing can be filed for your mother in-law unless your spouse becomes a US Citizen (and your spouse will not be able to apply for citizenship until she has been here for 3 years).

Wait a second, you are kind of just throwing out random terms here. The wife can bring over the two young children when she comes over with CR2's. The mother in law will have to wait for the wife to become a citizen for her to come over.
