Status of Visa

So I called the DOS this morning to check on the status of my fiance’s visa. The rep said it’s in AP. It is under review while they check to make sure that we have all of the documents that are needed. He didn’t say how long it would take. Is this normal? How long does this process usually take? I understand that they need to go through the paperwork again to make sure it’s all there, but it’s been over a week. Does it just sit in a pile until somebody gets to it? I wonder what day they are working on now. My fiance’s interview was on September 7th and he was approved that day.
