When they say two ID's can her passport count as one? My fiancee only has passport and one other ID (no driver's license just 'postal ID'). Where is she supposed to get another ID?

Yes passpoet and postal ID are fine. That is what my fiancee had.

My fiance is going to go to Cebu. The classes start at 2PM every day. How early does she need to get there?

I had my CFO seminar at Saint Mary's-Cebu last August 08. I attended the class in the morning. Since it's first come first serve basis, and they will just get only 10 person for those US POE, it's better to go there as early as 7am, though the seminar will start at 9am. But I think they still will have an afternoon class for those late comer. In addition to the requirements already mentioned, since CENOMAR is not applicable in the US(if single), pay stub will do already as a proof of singleness if it's being mentioned in there.
