He's not trying to balance the budget and he's not returning to some semblance of fiscal discipline. I would applaud anyone that stands up and says "We have to return to the historical averages - i.e. spending about 20% - 21% of GDP and collect about 18% - 19% of GDP in taxes". That is a reasonable and sane approach. I cannot take seriously any proposal that essentially says that we need to reduce taxes while they are already at historic lows in order to balance the budget. It doesn't work. Never has, never will.
