If you read the London webpage about Police Certificates you'll find they refer you to a Department of State website to find out how to get them from other countries.

This is the link http://travel.state.gov/visa/fees/fees_3272.html

Choose Lithuania from the drop down and "Go". Then scroll down to find how/where to get a police certificate.

I am not lithuanian, but italian and been living in the UK for 5 years. I asked the Italian consulate abt how to get it and they said they couldn't do it for me, I should have had someone to go on my behalf to the italian place that deal with them.

But do enquire your embassy they will be able to tell you how to get it.
