Police Clearance Certificate in IV package to NVC Office

Timeline

I have recently with my spouse and local Passport office said that they need interview letter from USA Consulate in India and only on the base of interview letter they will issue Police Clearance Certificate. Otherwise they said they need a document which states that Police Clearance Certificate is requested by USA immigration department with my spouse's name written on the letter.

I see that on NVC website they have listed Police Clearance Certificate as a required document in IV (Immigration Visa) package. But if we cannot submit this document to NVC, will they still complete our file and forward it to USA Embassy in India and schedule an interview?

Does NVC send a letter to petitioner (I am USC and also serving as an agent for this file) with list of all required documents including Police Clearance Certificate as part of their IV package requirement? If so, when will this letter be sent by NVC office?

This may be something USA embassy there is familiar with. Why not call and see if they have a generic pcc request letter to make passport office happy.

DON"T Worry ,if your consulate is MUMBai which I think it is it is not necessary...believe me I got confirmation from NVC supervisor.

This may be something USA embassy there is familiar with. Why not call and see if they have a generic pcc request letter to make passport office happy.

There is a standard process to obtain PCC in India, but different states Passport Office follow their own rules to decide when can they issue PCC in your immigration process. So my question is what would happen if I cannot submit PCC to NVC, but the same can be submitted at interview in USA Consulate.

Thanks! That's pretty good :) How did you know that you have talked to NVC Supervisor to confirm this and not the operator? Did you explicitly asked to talk to the Supervisor? And did they give you this answer only after your file was in NVC system? My NOA2 just came in on last Friday, so I think it will take another month to be added in NVC system.

This is just an educated guess, so please don't rely on this and CONFIRM it by calling NVC, but, I believe you can submit your IV package without the PCC. They will either approve it and ask you to bring the PCC at the interview, or, they will issue you an RFE asking for the PCC, which then you can use the RFE letter to request the PCC from the passport office as it will be on official NVC letterhead and have both petitioner and beneficiary's name on it.

Thanks! I agree with you and I am also having the same thoughts about PCC requirement in my mind. AFAIK if NVC sends out RFE for PCC, then it will add 1 to 2 months to pickup your file with RFE responded documents. So I am trying to make sure I am sending all documents which are *MUST* to complete my application at NVC and do not want to add another 1 to 2 months delay due to RFE for PCC document.

It's definitely frustrating to get one piece of paper from Indian government offices, but it's also frustrating that NVC does not list of their mandatory and optional documents requirement specifically on their website. Now I have started to hear from few folks on VJ that NVC will still forward your application for an interview in Mumbai even though if you have not submitted PCC in IV package. Shouldn't this information be available to read on NVC website?

You can submit your PCC at the time of interview as well..Won't be any problems

But I suggest try getting your PCC now.

I got my PCC from chandigarh in 5 hours and they never asked me for any interview letter or any other document.

My spouse already went to local Passport Seva Kendra (PSK) and they asked for Interview letter to issue PCC. So I will most likely need to send IV package without PCC and defer PCC until Interview. Based on other ppl feedback on VJ, it appears that NVC will complete the file without PCC for Mumbai Consulate applicants.

This is not consulate specific. I'm from Kerala, and I did apply for PCC via PSK. On the day of the appointment, it took me just an hour to get the PCC in hand. I wasn't asked to provide any letter. That said, when you submit your DS-230 package, you can let them know that you haven't obtained the PCC yet and that it will be submitted to VFS prior to the interview. That should be okay.

Only NVC knows based on in which region beneficiary lives where to forward your file and what documents they must collect before they can forward the file.

So you can't really say "This is not consulate specific". Though there is no place on their website which has mentioned few exceptions for certain consulates about PCC, but they have RFE and approved applicants on a case-by-case based on your situation. So ppl on VJ are providing their personal experiences they have learned from NVC regarding PCC document.

This is not the case in any other state in India but Gujrat has a specific requirements for it.

I do remember number of people about 2 years ago have same issue.

One of them got it by showing REF letter from NVC and others was able to get it showing interview letter.

NVC was very much informed at that time.

Yes, my spouse is in Ahmedabad and they have denied to issue PCC without interview letter.

As I previously stated on this thread, I am going to *explicitly* mention in my cover letter (used in my IV package) that local PSK office requires interview letter to issue PCC, so PCC will be submitted to VFS prior to interview.

YEs and yes... I had posted about it before after talking to two NVC operators and was met with a bit of confusion from people here on the website. So I called nvc and asked for a supervisor. But yes SMart84 you've got to wait for case number. check out my timeline to figure out how long it will take to get case number.

When I mention consulate specific, I think they meant which consulate you would be interviewing at. Anyway If your still doubtful just give NVC a call sometimes in life you need to here it from the source.

I can obtain PCC from Lahore, Pakistan no problem because they do not require any interview letter and it takes 7 days to get it.

However, I did read somewhere that NVC needs two PCC (One from local Police Office and one from Passport Office). Is it true?

Also, I have lived in Singapore for nearly 7 years and I will need to obtain a PCC from Singapore as well. I wrote to them and they replied that they also need a letter from some authority or office who asked for PCC. Will I have to wait till I get any e-mail or instructions from NVC asking for PCC and then send a copy of that to Singapore Police along with the application form?
