Packet contains a form listing all the documents you need to bring. You do not actually take the packet itself to the interview. If you can go online and download all the forms, and the listing of the documents you will need ( med exam, police report and so forth), you should be good to go. Why it is taking so long, I do not know. Was the address correct?

I'm guessing its taking long because I live in Cancun, Mexico. We have been lucky to get all of our other mails from them but they never took this long!! My fiance's appt is almost at the end of April so we still have time. I already filled out the DS-260 and all the other forms. Thanks for your answer!! You have brought me some relief!!

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

Packet 3 is sent to both the US Citizen and the Mexican fiancé and it is just a letter informing you that your case is ready for processing at the consulate in Juarez and containing some links. You can find the packet 3 PDF at this link. You might even already have the letter from the Consulate General. that is known as the "invitation letter", where the packet 3 link is located.

I was told by the NVC that my packet 3 was sent on February 28. Its April 1st tomorrow and we haven´t received it!!! I already made the appt and everything online but doesn´t my fiance need to bring the packet to his interview?

There is no 'packet'. CDJ sends an invitation letter. It includes links to the forms, instructions and the site to make your ASC appointment. You need that letter for the interview, so you need to contact the consulate about it. There is mixed info about getting the letter when it has not arrived to the USC in the US or beneficiary in Mexico. I have read that people have still been allowed to get their invitation letter from the consulate when they go to Juarez, and also some people were told they could not get it there anymore. You need to check with them directly about your case and missing letter. All the forms and 'packet' instructions can be found here: http://ciudadjuarez.usconsulate.gov/fianceforms.html

Yes, for some weird reason Juarez started requiring the DS-260 when applying for a K-1 since Jan. 2011.
