I do not follow this, I apologize. This is what I understand: You went with your fiance to the embassy for his interview. He was denied on grounds of not have a bonafide relationsh or not enough evidence of a relationship. They gave him the passport back and asked to sign something???? Then he said your fiance was comitting fraud.... and you agreed?

Don't ever do anything you're not willing to explain the paramedics.

Unfortunately, the CO felt your Petition was Fraud and therefore stated in your Post. That will be in the File now.

You should never been requested to sign anything.

This appears to be an OUTRIGHT Denial. I'm not sure if you can Appeal the decision or have to start again.

Proof of a On-Going Relationship is of the upmost importance.

If you ( the US citizen) signed something saying you comitted fraud, this is very serious. Get a lawyer.

Just exactly what is the reason. For Immigration purposes, they can Arrest you on the spot in the event of Fraud.

We don;t know, based on the information given. You need to find out what happened to the current visa first. Were you or the beneficiary given any papers? Was anything written in the beneficiary's passport? You cannot just start a new petition, the charge of fraud is very very serious and goes beyond a mere visa denial, it could have serious consequences for both of you including criminal charges. You need to get a lawyer.

The CO believed you failed to provide adequate information or documents. Follow-up with USCIS. This is about all you can do for now.
