my name is daniel from Ghana, dating an american girl from minnesota for the past 6 months even though we have not meet in person. she wants to file a fiance visa for me but the rules about it say that we have to meet in person during the time of our relationship and this is driving both of us crazy. i just want to know is there anyway she can file for the fiancee visa without us meeting before and also i would like to know if i can go there and marry her whiles on a visitors visa.....thank you and hope to get answers to my questions..your helpful comments are welcome

No, you have to have met in person first, before you can file for a K1 visa. And while you can come and marry in a visitors visa, you would have to leave and return to your home country while a spousal visa is processed. To come to the USA with the intention to marry and stay is visa fraud, and can result in a ban from returning.

Also bear in mind, visitors visas are very difficult to get.

Yes the requirement is pretty strict on meeting in person. While there is a waiver available, it is usually not approved. So just meet before you start the process, as you will get rejected. I understand that you want to file ASAP, but jsut a not that Ghana consulate is one of the hardest consulates to go thru, and you will need a lot of proof to shot the bonafide relationship. Meeting only one time before filing would be a huge red flag, I would say at least 2-3 times. Hopefully other Ghana members can add more info to it.

You have to understand the distinction between fiancee and spousal visa. If you are planning to married before filing, then you have to go the spousal visa which is CR1, if you are planning to go using fiancee visa then you can't get married, and have to married only after coming to the US. If you are planning to come on visitor visa get married and then go back to Ghana and wait for the process, then it is totally fine.
