Generally, no, the petitioner does not need to be there. In some countries though, it is required, and in some others, it raises red flags as it's showing lack of relationship. I'm not sure how it is in the DR. I'd suggest asking in the regional sub-forum. You'd get better answers there suited to your spouse's country.

In DR a lot of people have been denied for the petitioner not being there. He can take a letter from your doctor explaining the situation, but even with that I know of cases where the interview has been rescheduled or denied. It is strongly recommended for you to be there. Maybe someone else could tell you what else you could do.

You need to contact them to reschedule. Visas in the Dominican Republic are rarely given if only one applicant is present.

yo estoy en una situasion similar mi esposo no puede viajar pol problemas personales y mushos abogado que a visitado me ansegurado que eso no puedes ser causa de un denial as long as you have enough proff one even told me that he had a interview done by phone they can send your case to envestigation but they cant denie it for that reason sins even people in prison can petition from jail.

This is a lie. You will be denied the visa if your husband does not attend the interview. You may be lucky to be able to reschedule the interview but only with a very good reason like not being able to travel due to pregnancy. If your husband really cant travel then he needs to get in contact with the embassy and provide proof of why he cannot attend. They may grant you another date but don't plan on him not going.
