Actually we DO know there's been a proposal because they're MARRIED!! Since 2009 no less... he says that in the OP, second sentence.

OK, then we don't know that adjustment of status has been "proposed". The fact is that unless there is an actual misrepresentation upon entry, USCIS doesn't investigate or even ask about intent upon entry, when dealing with the spouse of a US Citizen. I am not proposing immigration fraud or even making a suggestion to the OP. I'm saying simply and only that if the decision to stay and adjust status occurs after entry, there is no issue. There are many examples of how intent changes after entry. Here are a few. Some can't possibly apply in all cases and some certainly don't apply to the OP.

1. Meet and marry after entry

2. Get pregnant during a visit

3. Get a job offer during a visit

4. Family member gets sick....

5. Simply decide they don't want to be separated longer, during a visit

6. Foreigner loses their job abroad during a visit

A more broad example would be snow birds from Canada who spend winters in homes they own in the USA (Florida or Arizona, for example) and simply decide they don't want to go back to Canada for the summer. The reasons are so numerous, one only has to get off their "offended by how easy it is for some others to immigrate" horses and use their thinking caps.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Frankly, this is a vastly misunderstood issue, that resides near what many perceive as a borderline that really is "not so much" what they perceive it to be.

Those are the OP's posts. I have no idea what he has proposed to his spouse to do. Either way, as explained earlier, this is not the issue it is commonly perceived to be by those for whom such an option was not possible. Perceptions often change when actual knowledge is acquired. On this matter, mine certainly have over the years. Information posted by John and Marlene some years ago was key to that change of perception.
