so now do they send us some papers to file for citizenship ? or do we have to apply??

You of course have to apply. It's called N-400. You need to have been married for 3 years and she needs to have been an LPR for 3 years from the "resident since" date on the card. She needs to check the rules in her home country to see whether they will permit her to get USC without taking her home country passport.

You must sent the motion with the correspondent fee, but Citizenship and Immigration Service (USCIS) issued a memorandum stating "Some customers pay $585 to correct clear service error by filing a formal motion to reopen or reconsider, and may obtain a fee refund upon verification of the error.."

After submitting the motion give a few days and inquire about the status of your submission, once USCIS do not issue receipt notices for motions and appeals.
