For those of you anxious for your packet 3 from Dublin and frustrated bc you can't find the notice of readiness form for that embassy anywhere, I have some information to share. After waiting for packet 3 that hasn't come, I emailed the embassy with these questions and this was their response (the start of the email thread is at the bottom and I've deleted some of our personal information):

Thank you for your reply. Just to be clear, any state department embassy form of readiness will be acceptable since we don't have ireland's?

You can sent DS-230 part 1 and form of readiness if your fiancé have all the required documents for his fiancé visa and we will schedule him for his appointment, I will send you another list of documents to your American address.

Subject: Case number DBL20125...

Hello, we have tracked our visa application to the Embassy in Dublin. We are concerned about the mail system. We are prepared and ready for the interview, however we haven't yet received Packet 3 with the notice of readiness to sign.

Wondering about these questions...

Is it possible to receive the Notice of Readiness and Checklist via email now so we can print it and send it in with the required documents so we can get our interview date?

or

Is it okay to send in a generic notice of readiness from another consulate with the DS-230 part I?

or

Is it okay to just send in DS-230 part I by itself with a note of our case number and that we have filled out all the necessary forms?

Thank you for your help!
