Residence vs Mail Address

My Fiancée in the Philippines does not have an actual residence address. She lives in an area of tightly grouped unmarked houses. Successful mail deliveries are at 50%. I do not want to risk those odds when it comes to official/ time sensitive documents. We have a safe, alternate address for her to receive mail/ packages by way of Care/Of delivery. My question is how do I fill out the address locations on the I-129F forms. I want documents from the embassy sent to the C/O mailing address, but do not want any confusion over physical residence. I see my options as (1) Attachment explaining dual addresses/ situation; (2) Use C/O mailing address on page 1 and physical residence on page 2; (3) Just use the C/O mail address in all locations. I don’t want to raise any red flags.

Though I do not know anything about this particular country. I would use a P.O. Box that you should open for you Fiancee and her reall residence as a physical address. That will complete the filing proces up officially and without confusing..... but I would love other freinds to step in from your country
