You both must sign and include a "letter of intent" with the I-129f petition. The letter of intent states that you intend to be married to each other within 90 days of the beneficiaries arrival. How would you NOT be engaged?

You could meet someone today in person and file an I-129f tomorrow and if you meet the qualifications the petition will be approved. Length of courtship has nothing whatever, NOTHING, to do with whether a petition gets approved or not. An approved petition is NOT a visa and whether of not a VISA is apporved will depend on the consulate. Your courtship will be far longer than 3 months before you get to the consulate stage.

Please read the instructions before sending a non-refundable check.

If you mean there is no ring or engagement party then yes, approval is still very possible, unless not having these is extremely unusual in your culture (Vietnam especially has been known to deny for no engagement ceremony). By the time of the interview, the couple will have been together a year or so, ideally with several visits.,

You are obviously not asking for yourself, it would be better if the petitioner and/ or beneficiary came on here so they can give detailed info as needed.

this is for someone else... also, one of the party just got divorced and turn-around and filed the petition, do you think this will work?

The requirement is that they both be "free to marry" That is all. You are or you aren't.

On my wife's original divorce paper her name was spelled three different ways and none of them was correct. (Common in Ukraine...long story) And she was SURE this would be a huge problem with the US Government who would not understand such things, so she insisted on having the document corrected. We went to the Minstry of Affairs and were told it would take 3 weeks to get the document changed "OH NO!" So we bribed the clerk $20 USD and he told us to wait in the hallway. In about 20 minutes he brought us the "corrected document" with the name spelled correctly but the date was THAT day! My wife had been divorced for years but the paper we sent said she had been divorced for about 8 days!

No questions asked, approved in 58 days.

My relationship before filing was about 3 months and I just got approved. I think the thing is to have all the evidence of meeting and the papers done correctly.

It is not the courtship but the intent to marry, and your sworn statement in the I129. Read the qualifications and directions. Don't get trapped and disqualified to be in a rush.

In Arizona its hot hot hot.

My wife and I were never officially engaged, but we knew we were agreeing to marry when we signed the affidavit. I didn't actually give her a ring and ask her to marry me until the week before our interview 7 months later! We had no problems though, except delays. We had LOTS of relationship evidence since I was living in her country.
