Hello guys,

I am American Citizen, Can i apply for fiance visa for someone that I never met personally? I have emails, phone conversations, and pictures taken with his family in USA.....but never met the guy personally...just know him through the net world.!

Read the Instructions.. pay particular attention to the part that says you must submit evidence that you two met in person within the last two years prior to the filing date.

The instructions are very clear; yes you must have met in person and can not file if you have not.

Phil (Lockport, near Chicago) and Alla (Lobnya, near Moscow)

Meeting his family is not enough. You have to meet him in person and be able to prove it.

what if due to religion i can't met him like this before getting married?....i have seen him on skype and talked several times on phone..and have spend time with his family..

Read section 5 of the instructions for the 129F. I have no idea how you go about proving that meeting in person before the wedding is not allowed, but it seems according to the instructions it can be done!

The requirement of meeting in person can be waived if it violates cultural norms. Not sure how you prove it though. If it is possible, it would probably be best to fly out there and spend some time together. GOOD LUCK!!!!
