Justice Record check and Notarized letter from Family

Hi!

I'd like to get your insight on a few questions:

1. My fiancee was born in Qhang Ngai province at got the Justice record there. It took a month. She currently lives in HCMC.

My question is does she need one from HCMC also? She went to the Justice department in HCMC and was told that she couldn't get one in HCMC since she wasn't born there.

Does the one from Quang Ngai suffice for interview?

2. I think it's a good idea to have letters signed by my fiancee's parents approving our relationship. My fiancee went to a notary public in HCMC to find out if the letters can be notarized and was told it doesn't make sense since she's over 18. They also said they can't stamp that kind of document. The response doesn't sound right. If you submitted letters before for visa did you get them notarized? If so, where?

Any informartion would be appreciated!
