How I came up with these numberss???...I have seen interviews going until July 2008, so thinking AUgust bulletin would be until JUL 2008; I am expecting same movement going forward... Its that most of cases until mid of 2010 are completed. Just that they are moving 4 months only to accomodate inteview slots.

I DONT WANT TO BE TOO OPTIMISTIC OR PESSIMISTIC....BUT I THINK PD SHOULD MOVE FORWARD TO 2010 AND THEN SHOULD SLOW DOWN BCAZ THERE ARE MANY CASES OF 2008 AND 2009 WHICH HAS GOT VISAS AND THERE ARE MANY CASES WHICH ARE COMPLETED AND ABOUT TO COMPLETE THERE 1 YR PERIOD {SO THEY HAVE TO SEND NEW PCC AND SPONSOR DOCUMENTS}...SO I THINK 2008 AND 2009 WILL MOVE VERY FAST BUT 2010 WILL BE SLOW AND IT VL MOVE FORWARD 1 MONTH PER MONTH OR SO....SO MY PREDICTION IS{BROADLY}..

AUGUST 2011 SEP 2008

SEPTEMBER 2011 FEB 2009

in the linked report, I could not find anything about "most I-130 applicants have been filed in mid-2010", could you tell me which page and paragraph please? Actually it says just 11% of the waiting list belong to those who filed in FY of 2010. I think it is a good news! I just hope that by end of September 2011 (end of FY of 2011), VB gets further down in 2009. In fact, if it gets to September 2009 it will be just 36,000 applicants (40% of visa availability for FY of 2012), means just in 5 months!

It normally takes five months for USCIS to decide on your appliction,if it is approved then they will sent it to NVC for further processing your application.so hold tight and be psitive....good luck :thumbs:
