How to obtain single status certificate in US?

Hi. I need a certificate of marital status to show I have never been married. I can also submit a letter and have it notarized. I am a US citizen living In Italy. Any ideas how to get either one of these forms? Thanks!

Timeline

Bulgaria also requires a statement notarized by US Consular official that the USC is able to marry. Cost $50 at the Embassy in Sofia. Then you take to Bulgarian Ministry of Foreign Affairs, they stamp it and send you to post office for more stamps, then you return to MFA and get an apostille. They love to stamp documents !!!! I was prepared with a certified and apostilled US divorce decree but no one ever asked for it !
