Since you are the biological parent and you are a US citizen, you have to submit the I864W. The child automatically becomes US citizen. I have a IR2 petition for my 14 and 9 years old children. I submitted I-864 and RFE came back with request for I-864W.

Not all IR2 visas are for children who are entitled to US Citizenship upon arrival, even IF the biological parent is a USC. IF the IR2 visa holder is entitled to US Citizenship upon entry, you use the I-864W.

An affidavit of support is a legally binding promise by the sponsor that the intending immigrant will not become a public charge in the United States. It's generally required that the petitioner submit an affidavit of support for every immigrant they petition for. There are some exceptions, though. A derivative beneficiary doesn't need a separate affidavit of support. They can be listed on the primary beneficiary's affidavit of support as long as they are immigrating at the same time as the primary beneficiary. Some beneficiary's are exempt from the affidavit of support requirement. This includes beneficiaries who have worked in the US and accumulated 40 quarters of work credits through Social Security, beneficiaries who will automatically become US citizens when they are admitted for immigrant status, and beneficiaries who are self-petitioning with an I-360.

However, under no circumstances does a petitioner have to submit an affidavit of support to sponsor themselves.

This post is kinda old, but it came up with I did a general internet search about the I-864W... it appears that in the situation of a child who has a US citizen parent, if he or she is over 14 (but less than 18, as that is the cutoff to derive citizenship) - as my stepson is (16) - he will sign the form himself, certifying that he is exempt from filing the I-864. I found that a bit odd, as when I filed an I-864 for my husband, it was all me as the petitioner. Apparently when the form is NOT required, the beneficiary is the one submitting the form, not the petitioner.
