On the I-864, it asks for your earnings or the past three years.

My wife had a job at a gas station during the early part of 2008, then the gas station closed and she was unemployed for the rest of the year.

She checked with the IRS, and she did not file for 2008.

She has no W2 from that (now defunct) employer and she has no pay stubs.

How do we find out what she was paid so we can fill in the form and also submit a tax return?

If the employer has folded then there are likely no records to be had. If her income was below the level required to submit a tax return then she doesn't need to submit one now. She can estimate how much she earned that year and write the estimate on the form. Add a letter explaining that the figure is an estimate, and explain why she wasn't required to a file a tax return that year (income below the minimum level that requires filing a return). If her income is sufficient now then they won't care much about 2008.
