Metro Manila is not a province. I ship to my lady all the time and she lives in Quezon City which is considered metro Manila also.

Which is really, Metro Manila? Manila, NCR, none, or leave blank? I'm really confused! My wife left it blank when my wife filed for G325A. Now we are filing for I-864 and DS-230Should we leave it blank again? None? or Manila or Metro Manila, etc... WHICH ONE? Thanks!

It will all work. For my wife, we put Manila as the province on all the forms. If you use the Philippine Postal Guide, they say use Metro Manila:

Timeline

We've placed Metro Manila on all our forms since 2007, and we never had any problems. We were originally from Makati City; at first I wanted to cry when I first submitted a document to USCIS in 2007 and placed Metro Manila instead of NCR, but it went through, and I've been putting that ever since.

My son just had his interview July 1st, and that was also what I wrote when I submitted all his documents. Hope this helps.

My wife is from Quezon City. She always told me to put in the address "Quezon City, MM". MM is the abbreviation for Metro Manila. She is from there, and so I always figured she is the one who knows the right answers for there. She also lived out of country some, and so I felt sure she knew what to put when in those other countries.

I always listed every form and correspondence as "Quezon City, MM". Obviously it was no problem since we have a one year old baby concieved here and born here along with my wife being here in the USA now.

but still the best answer is Metro Manila which is also equal to NCR (National Capital Region)...
