That article is about citizenship of an overseas child. He needs adoption rules Adoption data

The OP said the child is already legally adopted. The link was to show that the OP muust be a citizen and the conditions to be met by the adopted child for eligibility.

If the child isn't considered an orphan by US immigration law the adoption is a worthless piece pf paper. The child has to be orphaned to to adoptable for immigration purposes. Otherwise the child is stuck in Nigeria , adopted or not.

This will not be over quickly. You will not enjoy this.

An LPR is permitted to petition an adopted child. It is under immigration by adoption, other adoption related immigration. I am not sure if it will work for this case. First the mother is still alive so the child is not an orphan, second there is a two year prior legal and PHYSICAL custody requirement and it seems that the OP say he just adopted the child before leaving Nigeria ( major major red flag, it looks like he got his visa and suddenly wanted to bring non related family members). He just arrived recently and stated that he pays expenses but another relative cares for the child physically.

This will not be over quickly. You will not enjoy this.

An adopted child if the child was adopted prior to age 16 (one exception is if siblings are adopted, as long as one was under 16, the other could be older than 16 but younger than 18), AND the adopted child has resided in the legal and physical custody of the adoptive parent for 2 years prior to filing (the legal and physical custody do not have to be the same time period, but each must be met for 2 years) NOTE: Most adoption-based immigration occurs through the orphan intercountry or Hague processes. Normally, you would only use the Form I-130 process if your child did not meet the definition of orphan. See the “Adoption” link to the right for more information.

No an LPR can bring an adpoted child but the child has to qualify for immigration as adopted and this doesn't. Lagos would never approve someone that adopted a relative right after getting theri K1 when the mother is still alive. The child doens't qualify as an orphan and the required custody has not been met. As a couple if they want to proceed in the future they BOTH must go back to Nigeria and spend 2 years with the child in their house. Immigration is used to people trying to sneak relatives in by adopting them and especially when the adoption occurs AFTER getting immigration benefits it isn't going to work unless everything is done correctly.
