Can someone tell me average timeline?

A question regarding to Turkish Marriage Certificate (aka "book"):

Is there any forms that we can get from Turkish Nufus Mudurlugu

instead of sending the original marriage certificate to NVC?

Does anybody used at NVC

Uluslararası Evlenme Kayıt Örneği (Formul B) as Marriage Certificate

which sound like In Germany an accepted.

Does it or any other certified doc work or everybody sends the original?
