What does my French fiance need to do to get a tourist visa ?

File for a visitor visa at the US Embassy in Paris.

France is part of the Visa Waiver Program, she may qualify to particpate in this system. She would not need a visa to visit the US.

She doesnt have a French passport. She's a legal resident of France. She's from a French speaking country in East Africa close to Yemen.

I put the French flag because she will be going through French embassy. Do you know exactly what forms she should fill out ?
