USCIS does not require certified copies of marriage and divorce certificates for I-130 application. So I had regular copies translated. NVC requires certified copies of these documents. Do I have to translate these docs over again to include the certification seal?

you just need to have whoever translated the document state that he certifies that he is fluent in both languages. that's all. you can use the template below:

Certification by Translator

I, ______________, certify that I am fluent (conversant) in the English and ______ languages, and

that the attached document is an accurate translation of the document attached entitled

Criminal History Information Record.

If your original documents are in the official language of the country where your interview will take place, technically there is no requirement for them to be translated. However, many people choose to have them translated anyway.

Sorry, maybe I was not clear but I meant something else. I meant translating certified copy of the document with the seal validating the copy vs. regular copy of the document which does not have a seal verifying a copy. If I submit a certified copy of the document do I need to submit a translation of that certified copy. Can I submit a translation of non-certified copy?

Oh sorry about that. if the contents are identical and only difference is the seal, i would just submit it and just state in the translation certifiate that that's what i am doing. furthermore, the documents are written in the language of the country that the embassy is located, they do not care about your translation that much. I hope that someone else can confirm my comments.
