I am an international student from Holland currently on a F1 visa in the US. The coming fall semester is my last semester of study, I am allowed to stay another 60 days after the end of my studies, so january 31 + 60 = end of March. But I'd like to fly back mid-June.

Can I file for a change of status to a tourist visa? Or just enter the Visa Waiver program?

you need to file for change of status from F1 to B1/B2 (Visa Waiver will not apply to you, because you are already in states on F1 Visa). You should submit all the required documents (proof that you are returning to Holland) + strong letter of explanation why would you like to change the status and extend your stay.
