OPT on F1 visa Delayed

Timeline

Hey all,

This is on behalf of a dear friend. She applied for an OPT early March and was approved 2 months ago in May. It had been ordered June 10th and she was told it would arrive in 30 days. However, it has been more than that and when she called USCIS to ascertain it's location, she was told it got "lost in the mail". Now, she has to wait another 45 days as they process her second case report (she had to file another case report prior as they misplaced her case file).

My question is: Is there anyone she can go to for help or anything she can do to hurry the process along? (She has been unable to work as she's waiting for this card and funds are dangerously low). She was told to speak to an immigrations officer but the only one in the State is 3 hours away. I know people who have had trouble with their K1 visas have gone to their congressman or senators. Would this be an option to her even though she's not a permanent resident or citizen?

Applied for Naturalization based on 5-year Residency

07/09/2017 - filed N400 online

07/10/2017 - NOA

08/03/2017 - biometrics done

02/20/2018 - interview & oath ceremony

Sigh, that's what I thought. Was hoping someone could give her an answer. The call center is basically almost useless.
