Ok when i applied for I-129 petition i paid my petition fee with my application. so now my fiance received packet 3 does she have to pay a visa fee with her packet 3 or at the interview time.

Each consulate receives payments differently... it would be nice if you would let us know which one....

You paid a fee for the petitioned to be processed. There is a fee now for the visa interview ( 355) and fees for medical and police reports.

This will not be over quickly. You will not enjoy this.
