Does anyone know if Tokyo accepts non-resident direct consular filings? Also, what is the approximate time for approval?

SecState put out a directive 2+ years ago that 6 mos. minimum residency is required WORLDWIDE. Some consulates with a on sight USCIS field office maybe different, but that is a big maybe

Nope :no:

You (the USC) have to be a resident of Japan with a valid Japanese visa for more than 6 months.

If you are well prepared and the process goes smoothly, you can get an immigrant visa in 2 months.

Otherwise, 3-4 months would be a decent amount of time to finish the whole process.
