New Baby in the NVC stage

Do I have to report my baby being born to NVC? Her father is the USC and we just submitted our IV package today. We had to stop the process of my papers due to my pregnancy. Now that she was born 2 weeks ago, we are wondering if we have to report her birth to NVC even though we are going to announce her birth to the embassy as soon as we get her birth certificate. Can someone enlighten me please!!!

If USC Spouse meets residency requirements, then can file for Consular Record of Birth Abroad, at US Embassy/Consulate, get US Passport for the child.

If USC Spouse not meet residency requirements, then USC Spouse must file new I-130 for the child.

This makes no sense, btw - We had to stop the process of my papers due to my pregnancy

There are some 'listing requirements' on the DS-230, to mention any children, but if you not include the child info on the DS-230, you'll still be ok - can 'cover all' on interview day.
