IR-1 Embassy Interview- El Salvador

Hello,

My Husband had his 1st Interview on April 13th at the El Salvador Embassy, he said it went well and was asked a few questions...they took his passport and then asked him to pay for the courier delivery fee $15... Also his packet was complete, no missing documents, but he needed to come back on April 20th which is tomorrow to interview with the Consular Officer... So what does that mean when they asked you to pay for the courier fee, passport taken and not documents given back. Also, he was deported a year ago and has been in his country for a year... will they denied his Visa and asked for A wavier? Please reply. Thank you. Corina
