We have same situation!! Nothing legal you can do. Try to pay him off, relieve of childsupport. We finally had kids stay with him for month, he now agrees they can come to US. :innocent:

My fiancee has a scheduled interview with the American Embassy, however her ex-husband refuses to sign permission to allow the daughter to leave the country with her. What options do I have?

None really. We went through this and got the permission letter before filing the petition. Unless she has a court order of sole custody and transport rights you will need a letter from him granting permission for the child to reloacte permanently to the USA.

Fortunately it is fairly easy (cheap) to bribe Ukrainian fathers. My wife was owed back child support and what we did was sign off an order relieveing him of all child support, past, present and future. He signed the letter with no problem at that point. You would not likely get a court order allowing this unless he has been completely absent from the child's lives. Payment may be your only option. Ukraine is strict about this. You will not get the visa without the letter. You will also need the letter for when she leaves the country, now and in the future, until the cild is 16 years old. If by some chance the child is over 16, you do not need it.

This is another way. Sometimes if they think they will really have to care for the children and the mother will be in the USA they will give in.

But as others say, money talks in Ukraine and fortunately it doesn't take a whole lot

Maybe some combination of threat and bribe. I could send my teenage son there to stay with him for a couple of weeks (or as long as the dad could stand it). He will agree after a week, and pay HER to take the child to America after two.
