I have filed and recieved my NOA1 on Sept 8th. Last weekend the Philippines was hit with a typhoon and my fiancee lives right in the heart of where it hit. There are more storms heading there. Would this be a reason that I could ask for a expediting of the visa process? I am sure I am not the only one here with a significant other in the Philippines who is facing the same situation. Guidance and suggestions please.

Really the only reason there are ever expedites approved is for military who have deployment orders. Bad weather isn't even on the list of things which qualify for expedites.

Siskiyou, after reading your question I too wondered about that. My fiancee is also in the metro Manila area that was hit by the typhoon. I called the USCIS and inquired today. They told me that YES you may request a expedited process. They filed my request today on humanitarian reasons. That does not mean it will be approved but it is a valid reason to request. I pray your fiancee is safe and will remain safe in the upcoming typhoons that are still approaching. This is not just a question of weather of areas that have been declared calamities because of the flooding, the destruction, and the possible health issues yet to arrive. God bless and watch over you on your journey too.

You can try to have your K-1 expedited for humanitarian reasons but there is no gaurantee it will be approved.
