K-3 Interview - Visa Denied in Vietnam

My friend is a US citizen and his wife in Vietnam was denied her K-3 visa at the interview (about a month ago). I understand it is because she could not pronounce his place of employment properly in english, and could not name his best friend or his uncle.

1. How can they start the appeal process (you can appeal in Vietnam, right?)

2. Is there a special forum for Vietnam? (I did see a North and also a South Asia forum...)

Thanks to all the VJ'ers for your replies!
