could somebody tell me about applying K3 in USCIS Manila ?

Could somebody help me for some information about applying a K3 here in USCIS Manila he's a US Citizen but working overseas in Kuwait , since he's working in overseas and not in US right now could he apply my petition for K3 in USCIS Manila coz he would be still in Kuwait until end of this year and take vacation every 4 months vacation in Philippines to see me.

K-3 petitions MUST be sent to a USCIS service center stateside.....

He cannot file any petitions in Manila unless both of you live there. K3 is an obsolete visa with few exceptions. If you are married, follow the CR1 guide. The petition must be filed by mailing it to an address in Chicago, regardless of where your husband now lives.

Eventually, you would interview for the visa in Manila.
