Seniors on "fixed income"

The governor, who is running for re-election in November, promised not to gut property tax rebates for seniors, and he said Senior Freeze, a program that caps property taxes for those on fixed incomes, would be spared.

What does it mean for seniors to be on "fixed incomes"? I read that phrase a lot, the text above is just one illustration. Social Security bennies are inflation-adjusted. So what makes the income of a senior any more "fixed" than the income of someone younger who works a job where the raises are anywhere from 0% to the rate of inflation?

fixed income as far as i know is referring to the fact that seniors usually get retirment, or w/e. Hey get a certain amount every month, but its not like their income fluxtuates or can really 'improve' because hey are probably too old to work. Fixed income=limited funds, somethng that most seniors cant change b/c they are just too old to work.

Seniors can't aspire to getting promoted, finding a better job, taking on a second job to earn more.
