I'm gathering from the information you have provided that he is young ( filing taxes for the first time and busy with school ). I think convincing the consul that you have a valid relationship might be harder and multiple delays aren't going to help. I don't know if his reasons for delaying are legitimate or if he is stalling. In my 20's I fell in love a few times but was not ready for marriage. The unfortunate part about this process is that marriage is a requirement. I would worry less about the process and think more intently on if you are both ready for this. I would try to feel him out if he wants more time before taking this step. If so, you might be better giving it to him. You can always re-apply for the visa in the future. Marriage takes two people who are committed to each other, otherwise both will be unhappy.

I'm surprised that he was able to reschedule so effortlessly. A lot of times people are told "No" when they try to reschedule for, IMHO, more valid reasons.

The US Embassy in Manila, is easy to schedule with, very friendly and pleasant to deal with.

I called back and asked about re scheduling once and they were very cordial in doing a re scheduling.

Maybe cuz PI was a colony of USA a few years ago.

I'm wondering why the USC is able to cancel a K1 interview at all? Surely the beneficiary would be responsible for that? Certainly when I did mine (admittedly not in Manilla) all the appointment stuff was down to me and my USC better half had nothing to do with it.

In any case, I'd go if I were you. Even if you can convince the consular officer that you had valid reasons for cancelling, every time you do, you make it more and more likely that they will take issue with it. Furthermore, you do not need all your documentation in place to attend the interview. London almost dropped me right in it by scheduling my K1 interview before I had returned the packets and got all the documents. I accepted the interview anyway and went with what I had. In the end, all I was short of was the Affidavit of Support but that's quite a critical piece of documentation. The consular officer simply continued with the interview and gave me instructions for sending the AoS to the embassy as soon as I had it. I submitted it plus my passport a week later and my visa was then issued.

If you can, show evidence that you've at least applied for the missing documentation. The embassy won't issue a visa on grounds of a receipt, etc, but it should be taken as a show of good faith at least.

Bluntly: Stop messing with the embassy. Sooner or later, they are going to get fed up with it and you'll have a really hard time getting a visa from them.

The USC is not actually "cancelling" the USEM interview, but just keeps rescheduling. You are allowed to schedule your USEM interview up to one year from the date of your petition being approved. The beneficiary might better just go to her interview and let them tell her what additional documents are needed to be approved for visa, if deadline is getting close. The phone call costs $9USD each time, and I would be very annoyed paying THAT each time.

1. he couldnt file a tax return last year, said, he could only file it this month, january, so he have to cancel my 1st appoinment.

You could use a co sponsor who did file a tax return in 2008 for 2007 and have used that.

2. he said he was so busy with school that december since it was his final, and so he couldnt work with the other papers needed for my interview, like the evidence of our relationship

Sounds like he is too busy to be messing around with the necessary work required for the Visa process. Maybe you two should just pull the petition and wait until his life stabilizes so that he can devote the proper attention to the process.

3. and third, why he's planning to cancel the january appointment, is because of my CENOMAR. He told me to order it right when it was Holidays, so now he thinks I could not get it earlier before my interview in the 20th.

No experiences so no comment.

Are the 3 reasons valid enough?

They seem valid but they also show that he is not able to give proper attention to the process, therefore, how serious is the relationship?

Most of us exert superhuman effort, jumping through all sorts of hoops, to move the process along.
