Can ALL POE's activate CR-1 visas?

I called a POE in Sandusky, Ohio which does the ferry crossing from Leamington, Ontario and Pelee Island to Ohio and also I'd imagine they're the same office for the airport there that takes private aircraft, but they say they don't activate CR-1 visas. In fact, she asked me what a CR-1 visa was! I guess we're expected to only cross at busy land border crossings or commercial airport POE's? Is there a list anywhere of what POE's are "full service" or is this POE just blowing smoke (like Sombra, Ontario!) because they don't feel like going through the trouble or don't know how to activate visas?
