what should be in NOA3?

Timeline

my fiancee just received NOA3 today, by EMS, not by DHL.

However, the package contains only a few items, DS-230 Part I, instructions for visa applicants, and a fee list.

Are the contents correct? Where can she download and OF-169? I thought it was supposed to be included in the package...

Also, do I need to submit a copy of my resume??? She mentioned something about resume, which was a bit surprise to me.
