is the ds-230 procedure the same for all countries(cuba)

Im in the process of bringing my sister over from cuba through the CFRP(cuban family reunification parole) i received form ds 230 with instructions, however nowhere do the instructions say that i must submit the original of all documents along with a copy or translation of those documents that are in spanish(obviously since the beneficiary resides in cuba)

now im stumped because i came upon this site and was reading about the ds-230, and how you must submit certificated copies and translation of documents which are not in english and maybe im overcomplicating things but i dont know what to do.. help :(

thanks but thats where the problem comes in. because i wonder since im doing something slightly different(bringing sister through CFRP, not wife or husband) the process or the documents that need to be submitted are not that everyone else would normally have submit. For example i have to submit two pictures for each person traveling as well as a copy of the approved I-130 and a written statement describing a change in the applicants family composition, if any.
