Reception of Documents leaving to be desired

We faxed and couriered our Packet 3 documents last week after the Consulate in Bogota received our documents, someone else with our same timeline did likewise and they have an appointment set for March 17th. My fiancee called the consulate yesterday, neither the couriered papers or our fax was anywhere to be found; she was asked to re-fax, she called, she was told "the fax machine was out of paper", so she was asked to re-fax one more time; then calling again to confirm; all of this in the space of the two hours per week they allow one to call.

Now they are telling us "call next week to see if you have an appointment" I feel this is less than acceptable considering all that we have to go through; what is my recourse if this level of customer service is being received? I call the DoS and all they do is say I don't have an appointment.

Any ideas? I'd be grateful for any suggestions

That's what I told my fiance, I wish they offered that opportunity, that way they don't "run out of paper" however they don't supply an e-mail where one can do so.
