Comments : Olga entered on an emergency humanitarian parole PARCIS type X visa (that is not a visa). The CBP officers had never seen one before and they all gathered around to gawk at it. While she was in the office being inspected and paroled, the 2 HSI agents and CBP officers were all talking about how they hate Mexicans and how Islamic State and DACA people go to Mexico to get fake papers. This was in the open at passport control just before a plane from Mexico landed. They were supposed to parole Olga for 2 years and put 1 on her stamp in her passport. While we were standing there waiting for someone to correct it, we were approached several times and harassed by CBP officers. I tried to explain to them what we were waiting for and that we were conducting official business there. Eventually, I had to identify myself as a medically retired federal law enforcement officer to get them to leave us alone. The officer that 'corrected' their mistake simply changed the number written on the stamp like a child changing a bad grade on a progress report. The entire experience reminded me just how unprofessional many CBP officers are.

Comments : Evidently, someone at USCIS cannot comprehend that $0 on IRS transcripts for a person who survives solely on nontaxable income from medical retirement/disability does not mean they cannot sponsor someone. They also apparently cannot read the letter addressing this issue or the bank statements and income verification letters from the VA and SSA in support of this. Telling someone they cannot sponsor another if they do not meet the 125% requirement when in reality they make 233% of said requirement is pure incompetence.

Embassy Review : Olga had her interview on 5/13/2011. This is what I got from what she relayed to me but I will have her write her own review.

Her arrival and initial checkpoint procedures were unpleasant due to the Russian guards being somewhat unsociable. The wait was fairly short after she was seated in the waiting room. The Consular was very friendly and asked very few questions. She tried to make sure Olga was not lying about anything by using tricky wording in her questions. She did not even look at our supporting evidence at all. The Affidavit of Support IS REQUIRED at the Moscow embassy! She said all the Americans were very pleasant and friendly. That they even answered her questions without getting angry or impatient. Overall a good experience.

Pay close attention to the following at this embassy:

- Have an affidavit of support with financial documentation.
- DO NOT get caught up in a lie. listen carefully to questions.

We made an expedited processing request, based upon the ongoing humanitarian crisis we are facing, by uploading a letter to the online filing section on March 11, 2022, and by phone on March 14, 2022. This request was denied per an e-mail we received on March 18, 2022. The reason for the denial was that our case "does not meet one or more of the expedite criteria or otherwise merit expedited processing". We clearly demonstrated that our case does in fact meet 2 of the 5 requirements for expedited processing. It was also interesting that the denial letter for the expedite request came from the Nebraska service center whereas our I-130 is being handled by the Texas service center.

We simultaneously filed an I-130 for a spousal visa on 3/10/2022 and an I-131 request for advanced parole based on urgent humanitarian reasons on 3/10/2022 (received via DHL on 3/16/2022). We also requested expedited processing for both due to the situation we are in here in Russia.

We got my senators, congresswoman, and the USCIS ombudsman involved and our expedited processing request was granted and the I-130 approved.

The US Department of State scheduled an interview for my wife at the US embassy in Warsaw Poland but the Polish government representative we contacted told us that it is impossible for Russian citizens to obtain a Schengen visa at this time. That Russians are banned from entering the European Union or Schengen Zone due to the Russia-Ukraine conflict. We are currently working with the US government to find an embassy willing to take our case.

Please can you share, where you able to obtain visa to Poland or have the case moved to other consulate for interview? Please help and advise us, NVC DQed, Polish embassy told they do not issue visa to Russian citizens, how to deal with this situtation
