US Immigration from Belarus

Question same as above, I see everywhere that travel to the US is subject to National Interest Exceptions but it seems these only apply to certain areas (Schengen, China, India, etc.). If a Belarusian citizen is trying to fly to the US on a B2 visa, do they need a NIE if making only one transfer in Istanbul? Thank you so much in advance!
