Wow

I know people love to fall in line in the Philippines, I would give about 20 minute lead time.  There will a lot of people there hours early standing in line.   They tend to keep the line moving pretty quickly from what I have seen.

Here is what the embassy states:

** STAGGERED APPOINTMENT SYSTEM **

In the embassy's continuing efforts to ensure the highest level of customer service, the Immigrant Visa unit has implemented a new appointment system designed to minimize applicant wait time.

Immigrant Visa interviews will be scheduled at 6:45 am, 7:30 am, 8:15 am and 9:00 am. Embassy personnel will facilitate entry of immigrant visa applicants 15 minutes prior to their respective interview time slot.
All applicants who arrive earlier than 15 minutes before their interview time will be asked to wait outside the Embassy premises.

30 minutes should be good, there will already be people in line, they will line you up according to interview time just give your self time to find the right line

If the USC is also attending the interview, then you can mostly avoid the line when you arrive. Just go straight to the first entry kiosk and flash that blue passport. Worked like a charm for us.

Theyll also hold the electronic devices in the USC entry security station so you don’t have to trust the “friendly” service providers outside.

They never made me show a US Passport.  I have long nose and I am tall, maybe that is my passport.

Them "Service" providers outside need to get a life, offering bullpens and to hold your cell phone, Reminds me of a bunch of mosquitoes waiting for an opportunity.
