They will send welcome letter from September 1 but no one knows exactly when, even NVC. Maybe several weeks or several months later.

What you can do is sending an inquiry form to NVC via this form https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/ask-nvc.html

Check the box "Please update my NVC file with this email address" so NVC can update your email account, and they will send Welcome Letter via email for you as soon as your case is processed.

Type the question in the box as belows, you can change it as your want for more approriate:

- What is the status of my case?

- When I can get the Welcome Letter?

- Please provide Invoice ID for my case.

After 2-6 weeks, they will reply.

If they deny to give you Invoice ID, you have to wait until you get the Welcome Letter.

If you are lucky, you can use the Case number and Invoice ID to check DS-261 in this website:

https://ceac.state.gov/ceac/

When it shows DS-261, which mean your case is ready for processing, you will get Welcome Letter within 1 week.

Remember that when you submit the documents to NVC, send the COPY or SCAN only. Do not send original documents.

Because NVC sometimes lose people's documents in processing, and you need to bring original documents to the interview.

If NVC lost it, they cannot help you to prove the existence of original documents.

And you will be in a big trouble when Consular asks to see the originals.
